Spokesperson System


In order to standardize the press release practices of the Guangdong Custom Home Association / Guangdong Wardrobe Industry Association, promote transparency and openness in the association's work, facilitate the healthy development of the industry, create a favorable public opinion environment for the industry, and fully leverage the unique role of the association, this system is formulated in accordance with the spirit of the "Notice of the Ministry of Civil Affairs on Promoting the Establishment of a Spokesperson System in National and Provincial-level Social Organizations" (Minfa [2016] No. 80) and based on the actual circumstances of the association.

  I. Requirements and Responsibilities of the Spokesperson

  1. The spokesperson shall be familiar with the industry and the association, possess high political integrity, policy theory level, and strong language expression and communication skills. The spokesperson shall be the Secretary-General or Vice President of the association, appointed after review and approval by the association's council. Under special circumstances, such as major industry policy adjustments or the release of important association matters, the President, Vice President, or Secretary-General of the association shall serve as the special or interim spokesperson.

  2. The spokesperson is responsible for organizing the research and formulation of press release work plans, organizing and implementing industry press release activities, and being responsible for important press releases; responsible for comprehensively, accurately, proactively, and timely interpreting and explaining new policies and measures introduced by the industry and association around the association's central work; responsible for informing, analyzing, and clarifying achievements and issues arising in the association's work; responsible for promptly disclosing the latest information on the progress of major industry emergencies and correctly guiding the public.

  II. Main Contents of Press Releases

  1. Major decisions, important regulations, and work deployments of the association.

  2. Major events and social hot topics occurring in the industry, as well as the attitude and handling opinions of this industry association.

  3. The development status and major achievements of the industry.

  4. Responses and clarifications to relevant reports from news media.

  5. Other matters that need to be released.

  III. Forms of Press Releases

  1. Press conferences. Regular press releases shall be conducted, or special press conferences shall be arranged as needed based on the progress of the association's key work or the handling of industry emergencies.

  2. Press briefings. For matters or activities of significance to the industry, the spokesperson may brief the media on relevant situations through press briefings.

  3. Issuing press releases. For time-sensitive information such as the association's work updates, major events, and industry emergencies, the association's secretariat shall provide press releases. These shall be reviewed by the spokesperson and approved by the association's leadership before being provided to the media.

  4. Release channels. Adapting to the development trend of "Internet+", innovate press release methods, strengthen the construction of new media communication channels such as official websites and WeChat, and enhance the proactiveness, timeliness, accuracy, and effectiveness of press releases.

  5. Specific content and release forms shall generally be decided by the spokesperson; major press releases shall be decided by the President. Press conferences may be held as needed when major matters need to be released to the media or when emergencies occur.

  IV. Press Release Procedures

  1. Determine the topic. The association's secretariat shall prepare release plans and topics based on the requirements of the release content and submit them to the spokesperson for review. Before releasing major topics, responses to emergencies, or other major news that may cause significant social repercussions, promptly report to the association's competent business department and the department responsible for news publicity management, and obtain approval from the association's leadership before organizing the external release.

  2. Preliminary preparation. The association secretariat arranges the release matters, including determining the content and scope of the press release, and notifying the news media. The release materials include the press release, news handout, and Q&A reference. Relevant materials shall be provided by the secretariat, relevant enterprises, and association members. The secretariat will summarize and review them. Major matters require the approval of the council.

  3. Press release. Generally, the press release is presided over by the spokesperson. The spokesperson may also, based on the needs of the release, request the association leaders to give the release. The secretariat may, based on the needs of the news media, arrange for reporters to conduct exclusive interviews or group interviews with the spokesperson or relevant leaders involved in the release.

  4. News review. Before the news media publishes an article, its content should be reviewed and checked by the association secretariat, and the release documents shall be archived. If the news media publishes relevant news reports without the review of the association, resulting in errors or omissions, the relevant news media will be ordered to issue a correction statement. If serious consequences arise, the association will pursue the relevant responsibility of the news media.

  5. News evaluation. The association secretariat understands the media coverage and the reactions from all sectors of society and the public after the release, and studies and proposes corresponding opinions and suggestions.

  V. Management and work requirements for press releases

  1. The association secretariat is responsible for the organization, coordination, and centralized management of press releases.

  2. Press releases in the form of press conferences shall be held only after approval by the association's Party organization.

  3. The association's press releases shall adhere to correct public opinion guidance, adhere to the policy of unity, stability, and positive publicity, focus on the central work of industry development, proactively disclose industry information, and promptly organize industry information releases.

  4. The content of industry press releases shall strictly comply with the provisions of the "Law of the People's Republic of China on Guarding State Secrets" and the association's relevant confidentiality system.

5. Without authorization, other personnel shall not disclose or prematurely reveal relevant news information in the name of the industry association spokesperson.
